二代健保補充保費門檻 調高到5千元
預計明年上路的二代健保，衛生署昨天拍板定案，除高額獎金另外計算，補充保費的扣費下限調高為五千元，利息所得、股票股利、兼差、執行業務及租金所得五項，只要超過五千元，都得繳交百分之二的補充保費。
明年元旦起實施二代健保制，民眾除了一般健保費之外，還要多付補充保費。利息所得依此新定下限，每筆達三十六萬的定存，才會被扣到一百元補充保費；單筆股票股利達五百股，就會被收取一百元補充保費，由合併發放的現金股利中先扣繳。
至於一般健保費的費率是否由百分之五點一七調降至四點九一，將待行政院做最後決定。衛生署估計，補充保費下限提高後，受影響人數比率由百分之十七降為十五，約減少四十六萬人。十八歲以下、中低收入戶及經濟困難者補充保費的扣繳下限，將提高至基本工資標準。
衛生署長邱文達昨天接受udn tv晚間新聞專訪時表示，調高存款利息收補充保費的下限至五千元是「順應民意」。他強調，二代健保法明定政府負擔經費不得低於百分之卅六，未來健保局會努力開源節流，預估二代健保經費可維持至一百零五年，之前不會調漲費率。
健保局如何因應財務衝擊？健保局長黃三桂表示，健保局會加強藥價合理化、查核健保違規等。衛生署副署長戴桂英則坦言，在補充保費未上路前，確實很難評估補充保費能收取多少金額。
黃三桂表示，為了不讓繳費程序困擾民眾，健保局已與銀行公會達成共識，超過兩萬元以上利息，由銀行就源扣繳；兩萬元以下利息，則由健保局直接開單，再交給保險對象繳納。
邱文達表示，紛擾多時的股票股利，朝野立委皆認為應納入補充保費，因此決定納入。衛生署規畫，股票股利與現金股利，如屬同一基準日發放，將合併從發放的現金股利中扣取。

【小故事】推銷鉛筆的乞丐
有位富商趕著去開會，當他走到大門口時，
看到一位衣著破舊的人以哀求的口吻在推銷著鉛筆。
這位富商覺得他很可憐，就給了他一百塊錢，匆匆的走入大廳。
走著走著，富商覺得不妥，就又折了回去，再次來到此人面前，向他要了幾枝鉛筆，
然後抱歉的解釋著說：「我那一百塊錢是向你買鉛筆的，對不起哦！我們都是商人嘛！」
過了一年，這位商人又去參加一次社交聚餐，吃到一半時，突然有一位衣著亮麗的商
人，走了過來，對富商說：「先生，你可能已經忘記我了，但我是永遠都忘不了你
的。你就是那位給我自尊、自信的人，我一直以為自己只是一個推銷鉛筆的乞丐，你
卻適時的提醒了我，我是一個商人！從此我就開始努力推銷鉛筆。」說完就遞上一張名片，他已是一位成功的行銷經理了。
