1988年，翁山蘇姬(楊紫瓊 飾)從英國牛津回到緬甸探望病危的母親，適逢緬甸爆發反政府運動，爭取民主改革之聲不絕於耳，翁山蘇姬創立的全國民主聯盟，迅速成為全國最大反對黨，對軍政府造成極大威脅。翌年，軍政府以煽動騷亂罪名將翁山蘇姬軟禁，她拒絕以驅逐出境來換取自由的條件，從此與心愛的丈夫麥可(大衛菲利斯 飾)及兩名兒子別離。
為了緬甸的民主發展，翁山蘇姬以和平理性的方式，為人民爭取自由，即使遭受軟禁，跟丈夫和兒子分隔兩地，甚至生命受到威脅仍無所畏懼。1991年，牠因「爭取民主和人權的非暴力鬥爭」榮獲諾貝爾和平獎，但她本人卻被緬甸政府拘押。1997年，麥可罹患癌症，但軍政府禁止他進入緬甸，只允許翁山蘇姬前往牛津陪伴丈夫。翁山蘇姬面臨人生中最困難的抉擇：一旦離開這片土地，她可能永遠無法回到緬甸；若選擇留下，就無法見丈夫最後一面。家庭與國家之間只能擇其一，最後，翁山蘇姬為了人民的自由，放棄自己的自由。從此她與病危的丈夫天人永隔，但二人的愛卻未曾止息，直到最後一刻…
2010年翁山蘇姬重獲自由，在21年間被軟禁了15年！但她永不妥協、用愛與和平抗爭的方式，贏得了全世界關注與人民對緬甸民主的渴望！
